Child Welfare League – CWL

“Child Welfare League” (CWL) was established in 2015 by a group of specialists who have an extensive experience and expertise knowledge on social and child welfare issues. The founders of the CWL were holding middle and high decision/policy-making positions at the Social Service Agency of the Ministry of Labor, Health and Social Affairs. Therefore, they played crucial role in the implementation of the child welfare reform in 2009 – 2013, which was considered as the most successful reform in the Region by UNICEF, USAID and number of international and local organizations.

The main focus of “Child Welfare League” is to strengthen child welfare system. The aim of the organization is to improve the socio-economic situation of children and socially vulnerable groups in Georgia and promote democratic institutions in the country.

The activities of the organization are:

  • To analyze Georgian child welfare system
  • To initiate necessary changes for system development and advocating with the State
  • To organize trainings, consultations and workshops
  • To support and develop Child Protection mechanisms
  • To provide objective information to the society about ongoing events in the child care sphere
  • To support social and educational initiatives

CWL is a member of the SSA Guardianship and Custodial Tbilisi Regional Panel since January 2016. Organization is a member of the Georgian Coalition for Child and Youth and takes active part in the activities that are carried out by the coalition; Child Welfare League cooperates with fellow non-governmental and government agencies. From May 2017, the organization was elected as a Member of the Child Protection and Monitoring Council at the Public Defender Office.

CWL was actively involved in the development and review of the Law on Foster care and Adoption.

In 2016 with the financial support of the UNICEF, together with the Public Health Foundation of Georgia, the project was implemented in the framework of which the trainings conducted on child abuse and juvenile justice code. The target group of the project was the Social Service Agency lawyers and Social Workers.
